I can not delete my windows live (hotmail account)!

can some one help me, how to delete my account with the latest link
I can not delete my windows live (hotmail account)!
1) Log in


2) Right hand side of page it says "options" (by the ? mark--I am using Hotmail)


3) Click "options" and under "Manage Your Account" click on "view and edit personal information"


4) On the left hand side click on "settings"


5) Bottom where it says "additional options" click "close account"
